Research question
What would an Internet architecture look like if entities and authoritative records existed independently of individual webpages?
Hypothesis
A record layer can sit alongside the page layer rather than replacing it, and machines will increasingly read the record.
Hypothesis — not a conclusion
Why it matters
It reframes the other seven experiments: each one tests a component of an architecture that does not exist yet.

- Action
Prototypes
What we're testing
- —That the record layer is coherent as an architecture, not just a metaphor
- —That the other experiments compose into it
- —That it can be described without requiring a new standard
Observations
This is thought leadership, not an established technical standard. It is stated as a thesis on purpose.
What we learned
Testing has not yet produced documented results.
What would change our mind?
- Existing web standards already provide the record layer
- The components do not compose into a coherent whole
- No participant has an incentive to maintain records
Open questions
- Does a record layer need governance to be trusted?
- What existing standards already cover part of this?
Next experiment
Write the architecture down in full and test whether each experiment maps to a component of it.
Question → Hypothesis → Prototype → Observation → Evidence → Conclusion. We never present a hypothesis as a conclusion.
